ANALYSIS OF UK LOWER PCS 2010 AND STRATEGY FOR COMING MAIN EXAM ON 18.02.2018

Basic assumption:-   Basics(NCERT etc.) are clear as you have already cleared prelims.
SUMMARY
  1. Pick up the syllabus and study it word by word. Complete the whole syllabus using any source either internet or book.
  2. No need to do PhD, just the basics enough to write answers in 25 or 100 words.
  3. For Uttarakhand you can refer either Winsar or Arihant publication books.
  4. The paper is not held frequently. Last paper was in 2010, which we have analysed in detail.
  5. Our conclusion after analysing the paper and Upper PCS papers is that it is best to stick to the syllabus because they usually ask direct questions.
Detailed Analysis of 2010 paper along with strategy:-
We have divided the whole syllabus into subheads and analysed it subsequently.
  1. Current Affairs(International and domestic):- No questions asked last time. But people following the newspapers won’t find any problem in answering this segment.
  2. Sports and games:- This section accounted for 10 marks in last paper having 4 sub-sections of 25 words each. It asked about famous sports personalities with focus on Uttarakhand. We would recommend studying about Uttarakhand’s sports personalities e.g. Lakshya Sen, Manish Pandey.
  3. History of India:- It accounted for 20 marks in the last paper having very basic questions. For modern Indian history we would provide a short compilation that we think would suffice. We would also recommend revising your ancient and medieval history notes. In depth analysis not required.
  4. Constitution and Polity:- It accounted for 30 marks in last paper. In depth analysis not required. One should brush up Laxmikanth and just basic features of major central schemes/programmes/initiatives.
  5. Indian Economy:- It accounted for 10 marks in last paper. We would recommend sticking to the syllabus and going through major policy initiatives e.g. Startup india, Make in India etc.
  6. Indian geography, demography, environment and disaster management:- It accounted for 40 marks in last paper. We would recommend going through the census figures, natural resources distribution and brushing up the NCERTs. For environment and disaster management we would try to provide the notes specific to the syllabus.
  7. General Science, technology and Indian agriculture:- It accounted for 40 marks in last paper. It requires general awareness as well as NCERTs. However the syllabus is very vast and it would be difficult for one to complete each and every aspect of it. We will try to cover as much as possible via mocks and even provide some notes.
  8. Uttarkhand:- It accounted for 40 marks in last paper. We would recommend revising from Winsar or Arihant publication books and also going through various government schemes. We will try to cover as much as possible in our mocks.
  9. Statistics:- It account for 10 marks in last paper. It is very basic and would be adequately covered in our mocks and their solutions.

Uttarayani: Past and Present

From Earth’s viewpoint when the Sun starts its annual journey from southern hemisphere to northern hemisphere crossing the tropic of Capricorn, it is time for nature to renew itself. The days start to get longer, and warmer. It is marked by festivals all over the world. In India, these festivals are known by various names in different parts of country. In Uttarakhand it is known as Makar Samkranti or Uttarayani. 
The festival has been marked by ritual bathing in rivers for many a millennia. Uttarakhand witnesses such mass gatherings/melas chiefly at Haridwar and Bageshwar. Haridwar witnesses start of Magh Mela every year on this day, and every 12 years there is the Kumbh Mela. In Bageshwar, the fair at the confluence of Saryu and Gomti is called Uttarayani fair.

Yesterday the Chief Minister has declared it to be the State fair of Uttarakhand. Bageshwar gets its name from the ancient temple of Baghnath which has been there for at least 1300 years and constructed in its current form in 1602 by King Laxmi Chand of Chand dynasty of Kumoun. 

The fair of Uttarayani has also been associated with Freedom movement. It was here in 1921 that people in leadership of  Kumoun Kesari Badri Dutt Pandey threw the registers of Kuli Begar in Saryu river and vowed never to do Begar(unpaid work) for the English. Kuli Begar was a kind of free porter service, that the residents of Kumoun had to provide for the British. Name of all able bodied men was entered in the registers and they were called by rotation for such duty. This was against basic human dignity and a mark of slavery. The refusal to do Kuli Begar was one of the myriad forms of protests, part of the wider Non-Cooperation Movement. Gandhiji himself praised this movement when he came to Kumoun tour in 1929 during which he also wrote his famous commentary on Geeta at Anasakti Ashram in Kausani.
The Uttarayani fair is also important for local economy as traders from far off places come to sell their wares. Before 1962, even Tibetan traders would come to this fair but war with China closed such international trade. Due to large influx of pilgrims from interior areas, fair provides an opportunity for traders to sell and people to buy things they need. 
Inspite of being such an important event, reaffirmed by the government designating it a State Fair, the fair is plagued by many issues every year. Infrastructural issues, environmental concerns, inability of the local administration to provide adequate facilities etc. are some of the major problems. 
Fairs/carnival in small towns have been promoted to tourists in Europe and Americas. These draw a large number of foreign tourists which prove to be high value tourists and push the local economy. Government can ensure that the cultural and historical heritage of the fair be promoted along with removing other issues so that this annual affair becomes a much awaited tourist attraction. Combined with the scenic beauty around Bageshwar, which prolonged Gandhiji’s 1929 stay from 2 days to 14 days, it can generate sustainable employment, arrest migration and promote economic development of the region.
