- The philosophy guiding India’s foreign policy are promotion of international peace and security; friendly relations with other countries; respect for international law and international organizations like the UN; and finally the peaceful settlement of international disputes.
- Bureaucracy is traditionally regarded as value neutral. However due to increasing disparity and uneven development value becomes important. Value based administration aims at providing justice, liberty, fairness and equal opportunities to all without any discrimination of caste, creed, sex or religion.
- The State Finance Commission recommends:
(i) The distribution between the State and the Panchayats of the net proceeds of taxes, duties, tolls and fees leviable by the State which may be divided between them and how allocation would be made among various levels of Panchayats
(ii) What taxes, duties, tolls and fees may be assigned to the Panchayats;
(iii) Grant-in-aid to the Panchayats
- Fundamental rights in the form of prohibition are:
Article 15: Prohibition of discrimination on grounds of religion, race, caste, sex or place of birth
Article 18: Prohibits the state from conferring any title
Article 23: Prohibition of traffic in human beings and forced labour
Article 24: Prohibition of employment of children in factories and hazardous industries
